What is registration certificate part 2?

Under European rules, a vehicle registration certificate has two parts: part 1 describes the vehicle, while part 2 concerns registered ownership and transfer. In Holland (Netherlands), the paper part 2 was replaced in 2014 by a vehicle registration card, called a kentekencard, and a nine-digit registration code, called a tenaamstellingscode. Registration authorities abroad may still ask for "part 2" when a vehicle arrives from Holland (Netherlands).

For export, this is the RDW export document that an RDW-recognized office prints when the vehicle is deregistered for export from the Dutch vehicle register. It is commonly called the auto export document or kentekenbewijs deel 2. This is not the registration code: it is the separate document issued after the export notification, proving that the old Dutch registration is no longer in force.

At the same time, the buyer receives the registration certificate part 2 and the seller receives proof of discharge (vrijwaringsbewijs). We prepare these documents on site in Hengelo for vehicles being exported from Holland (Netherlands), whether you are exporting a car, motorcycle, camper, caravan or trailer.

Why do you need registration certificate part 2?

The vehicle registration authority in your country determines which evidence it requires before registering a vehicle imported from Holland (Netherlands). Registration certificate part 2 documents the vehicle's deregistration for export from the Dutch register. To help the authority identify the vehicle and its export notification, the document contains the following information:

Plate number and vehicle details

The Dutch registration number, make, commercial model name, vehicle identification number (VIN), fuel type and date of first registration.

Exporter details

The name and address of the person in whose name the vehicle is deregistered for export.

Deregistration date

The date on which the RDW vehicle register recorded the export from Holland (Netherlands).

Destination country

The country where the vehicle is intended to be registered after leaving Holland (Netherlands).

Export code and document number

The reference details that allow the vehicle registration authority in your country to check the deregistration.

Stamp and signature

The confirmation of the RDW-recognized export office that issued the document.

Your vehicle registration authority will usually also ask for a sales agreement or invoice and identification for the new owner. Depending on the country, it may require a technical inspection or a certificate of conformity (COC). Always check the requirements with the vehicle registration authority in your country rather than assuming the RDW document alone is sufficient. For a destination outside the EU, an EX-A customs document is also needed for the export declaration.

How to get registration certificate part 2 in Hengelo

You do not need to visit an RDW office yourself. Our RDW-recognized export office reports the vehicle's departure from Holland (Netherlands) directly in the Dutch register and prints the document immediately. Have the original registration card ready, as it must be presented physically for the export notification.

  1. Call or WhatsApp about 20 minutes ahead

You are welcome during office hours (Mon-Sat 10:00-16:30) at Slachthuisweg 135, 7556 AZ Hengelo. Call or WhatsApp us about 20 minutes before arrival so someone is always there to prepare your documents and export plates immediately. Outside office hours, visits are by appointment.

  2. Bring the required documents

Bring the physical Dutch registration card (kentekencard), the nine-digit registration code (tenaamstellingscode), both Dutch license plates and the current mileage. The buyer needs a valid passport or identity card.

  3. We deregister the vehicle

As an RDW-recognized office, we report the vehicle for export directly in the Dutch register. We then print the registration certificate part 2, the RDW export document, on the spot.

  4. Collect the documents

The buyer receives the registration certificate part 2 for use with the vehicle registration authority in their country. The seller receives proof of discharge (vrijwaringsbewijs). Export insurance and white export plates can also be arranged.

Registration card, export document and proof of discharge

Three different documents play a role when exporting a vehicle from Holland (Netherlands). The registration card is used to complete the Dutch export notification. The resulting export document belongs to the buyer, while the proof of discharge belongs to the seller:

Document Who it is for Purpose
Dutch registration card (kentekencard) The Dutch registered owner The current Dutch vehicle registration card is needed to report the export. Once the vehicle is deregistered, its Dutch registration number is no longer valid.
Registration certificate part 2 (RDW export document) The buyer / destination country Official evidence that the vehicle was deregistered for export in Holland (Netherlands). The vehicle registration authority in your country determines how it is used for registration.
Proof of discharge (vrijwaringsbewijs) The seller Confirms that the seller is no longer the registered keeper and is no longer responsible for Dutch vehicle tax, insurance or roadworthiness obligations.

If the buyer will drive the vehicle away, the Dutch license plate is no longer valid after deregistration. Export insurance with white export license plates can be arranged alongside the document in the same 15-minute visit. Insurance and plates alone cost €100 and are valid for 14 days. The complete package costs €150 and includes the RDW document, 14-day insurance, white export plates and a green card.
